The price of residential apartments in Navi Mumbai is set to rise as the proposed Navi Mumbai airport project cleared its highest hurdle, with the Maharashtra Government striking a compensation deal with the project-affected persons (PAPs). According to reports, this would bring land worth more than Rs 10,000 crore into the market for development. The compensatory land that PAPs have been allotted is along the Mumbai-Pune by-pass adjacent to Panvel and is priced at about Rs. 1 lakh per sq metre. This township will be called Pushpak Nagar. Sources at City & Industrial Development Corporation (Cidco) said that land prices in Navi Mumbai would shoot up once land allocation in Pushpak Nagar is started. Mr. Mohan Ninawe, Public Relations Officer, Cidco said that some builders, especially those holding inventory have hiked the price of apartments by Rs 200 to Rs. 300 per sq ft, once the news of the clearance of the proposed airport filtered in. The price increase is sharpest in areas which are closer to the new airport. Ms. Shalini Singh, Marketing Manager, Viscon Homes Pvt. Ltd is expecting that the price per sq ft would increase by Rs. 100 to Rs. 200. Talking about the prices of apartments in Airoli, she said that currently a 1 Bedroom, Hall, Kitchen (BHK) of approximately 640 sq ft would cost Rs. 50 lakh while a 2 BHK of about 1000 sq ft would be priced upward of Rs. 65 lakh. According to Mr. Govind Sawant, Proprietor of Sawant Constructions, the cost of apartments in Panvel has gone up from Rs. 4000 Rs. 5000 per sq ft to Rs. 6000 Rs. 6500 per sq ft depending on the exact location of the apartments. Real estate sources have been forecasting that the property prices in Navi Mumbai would be shooting up once the airport project is cleared; however, the long delay, from 1993 when it was first announced, has disheartened many investors and builders. Now the patience of those investors will pay off, one builder said. A lot of activity is expected around Panvel and the areas adjacent; Panvel is the last township in Navi Mumbai and the start of the Mumbai-Pune Expressway. Land has been appreciating in Navi Mumbai areas such as Airoli, Ulwe, Kamothe, Kalamboli, Panvel, Belapur and so on for the past ten years, on the hope that two major infrastructure projects namely the new airport project and the Rs 9,460 crore Sewri-Nhava Sheva sea link, which would reduce travelling time between Mumbai’s central business districts and Navi Mumbai from one hour to 25 minutes, would take off. The prices in these areas are already at least 25 per cent more than the norm, sources said. Many of the end use buyers who invested in property in Navi Mumbai did so, because the prevailing prices at that time were lower than the Island City. But now the prices, mainly because of speculation, have gone through the roof, Shweta Malik, a resident of Belapur and corporate executive said. The prevailing high price is one reason that many end use buyers are putting off their decision to invest. Media reports that there are more than 15,000 apartments waiting for buyers in the Sanpada, Dronagiri, Airoli, Taloja, Ulwe, Karanjade, Seawoods and Kamothe areas. In Panvel alone there are over 11,000 unsold apartments. Mr. Ninawe agreed that the builders were holding large inventories During the first two quarters of 2013, there has been relatively fewer real estate transactions in the Navi Mumbai area; builders were not able to off load inventory because of the subdued market sentiment . Builders on their part were not willing to lower prices because of the high input costs such as higher funding costs, high land prices; cost of material and labour had also skyrocketed. New data from Indiaproperty.com indicates that due to the increase in demand apartments in Kharghar and Panvel, some of the industries in Taloja have now moved. Kamothe and Kalamboli are two more markets which have seen spill over residential demand from Kharghar. The report said, “Maximum demand in Taloje is for 1 BHK units with over 80% property seekers looking for a single room unit.” Cidco has announced its proposal of constructing around 12,000 houses in Ghansoli, Vashi, Kharghar and Taloja-Panchanand. In the first phase 2.922 apartments will be constructed in Sector 36 in Kharghar that will cater to the economically weaker sections and lower income groups. These residences will mainly be 1 BHK while 1,224 apartments in the 2 BHK and 3 BHK will cater to the middle income and higher incomes groups and will be taken up soon.

Housing Projects- CIDCO (Navi Mumbai)



Housing CIDCO framed its housing policy incorporating self-financing principle
using land as a prime resource in development of housing sector to meet the fast growing demand for all sections of society. The primary objective was to make the land affordable to all income groups and to allow all land uses. Households in Navi Mumbai are divided into various income categories, especially for the purpose of housing calculation (EWS is the economically weaker section, LIG is low-income group, MIG is the middle income group, and HIG is the high-income group). This is being used to achieve cross subsidisation. The higher income groups would pay a surcharge for housing, which would subsidise housing for the lower income groups. CIDCO decided to use a maximum surcharge of 15% on housing for highest income to compensate for a maximum subsidy of 45% to lowest income groups. Between 1970 and 1990, CIDCO was prime supplier of fully constructed affordable houses under conventional approach to the EWS, LIG, MIG and to some extent HIG.

CIDCO has constructed about 123,577 of housing stock in the city, out of which 51% of housing for EWS / LIG, while 26% was reserved for MIG and 23% for HIG. The emphasis was on providing affordable housing for EWS. / LIG

The total housing stock created in Navi Mumbai is about 2,25,000 units, out of which 1,23,577 units are built by CIDCO and rest by private sector. About 50,000 houses are under construction by private developers. Thus, so far there are about 2.75 lakhs houses in Navi Mumbai including those under construction. About 74% of the households own their houses in Navi Mumbai.

CIDCO constructed houses for EWS under Bombay Urban Development Project (BUDP) I, II and III in Airoli, Kopar Khairane, Kharghar, Nerul, Kalamboli and New Panvel. Some ambitious housing projects were also undertaken by the Corporation for different income groups i.e. Gharkul and Spaghetti for LIG, and MIG, Millennium Towers for MIG and Seawoods Estate for HIG like Non Resident Indians.

The very restless nature of Mumbai is rightly described in Maximum City by Suketu Mehta, which attests the fact why the city has spread much beyond the seven islands that it once comprised of, and why South Mumbai is the costliest piece of real estate in the country. But, why are we speaking about the costliest piece of real estate in our investment destination section? That’s because, real estate in Mumbai despite being one of the costliest in the country still has some pockets such as Ulwe in Navi Mumbai available for pretty low rates (compared to other regions in the megapolis), with great appreciation potential.
The location. Previously, Ulwe was dominated by fishing villages like Morave and Shivaji Nagar. It was only around 2008-09 that developers began to unravel Ulwe and since then prices in this micro-market have been on an upswing. It is part of the Mumbai Metropolitan Region (MMR), Raigad district, and is maintained by the City and Industrial Development Corporation (CIDCO).

The central business district (CBD) of Belapur in the region is only seven kilometers from Ulwe enroute the Uran road. Besides CBD Belapur, there are five other prominent office locations within the zone at a distance of around 22 kilometers of Ulwe. In future, Nerul-Seawood-Uran rail line, which is currently under construction, will connect Ulwe with the suburban rail network. This will happen through the Bamandongri railway station that is expected to be operational by 2015. Proximity to the proposed international airport will also benefit the real estate market in Ulwe. Towards the south of the proposed international airport the Navi Mumbai Special Economic Zone (NMSEZ) had been planned, but the project has been shelved as of now.


Capital values and rentals. Within the micro market of Navi Mumbai, Ulwe holds a special place, especially if you want to own a piece of this ‘maximum’ city. Capital values in the islands are high, and the price has escalated even in Navi Mumbai. And, this is where Ulwe has the edge. To give you an idea, in the first quarter of 2013 (calendar year) capital values in Vashi (in Navi Mumbai) were around Rs 10,000 per sq.ft. On the other hand, capital values in Ulwe were around Rs 4,000 per sq.ft.
A Knight Frank India study states that this discount of 60 per cent may come down to 38 per cent by 2017. Capital values in Ulwe have already been on an upswing in the past few quarters and the approximate value is in the range of Rs 5,500-Rs 6,000 per sq.ft currently. “There are, however, some high profile projects where capital values are between Rs 6,300-Rs 6,400 per sq.ft,” says Samantak Das, chief economist and director, research, Knight Frank India. The rental market in Ulwe is still at a very nascent stage. A lot of this has to do with the fact that the social infrastructure in Ulwe is moving at a slow pace. However, in the coming years, the dearth of social infrastructure will be addressed through the auction of earmarked plots for hospitals, schools and other real estate developments, as per the Knight Frank India study.

The options. Ulwe is primarily a residential locality and does not have much commercial developments in the area. If you plan to invest in residential properties, there is a host of options available from flats to plots.

Should you invest? While the micro market may not have social infrastructure to boast of currently, the future is certainly bright. Consider Ulwe as an investment destination as capital values in Ulwe may double in the next 36-42 months. Proximity to CBD Belapur and the Thane-Belapur road will also help in the development of Ulwe. Further, occupied office space in Navi Mumbai is expected to witness a growth from 13.5 million sq.ft to 25 million sq.ft. by 2017, resulting into increased investment potential in Ulwe. Also, other locations in Navi Mumbai like Vashi are very costly, with capital values of Rs 12,000 per sq.ft to Rs 15,000 per sq.ft.
Infrastructure development in this micro market is another factor why you should consider Ulwe. Once Ulwe is connected with the suburban railway, capital values in this micro market will only move up. Another project that has been pending for a long time and once it happens will give a fillip to the real estate market in Ulwe—the trans harbor link which will connect Ulwe to the island city. Also, Ulwe’s proximity to the IT/ITeS hubs works in its favour.


Holding period. While capital values in Ulwe are expected to double in the near future, if you plan to invest in this micro market it will be advisable for you to stay put for medium to long term to realise the full potential of your investment.
Despite the fact that the micro-market of Ulwe does not have a robust infrastructure currently, considering the locational advantage it enjoys, the expected appreciation value it may accrue and the infrastructural developments that are in the pipeline in this region, the future certainly looks bright.
